• Welcome to the ICMPD Silk Routes Online Training Platform. The Online Training Platform is the online hub for accessing digital and distance learning courses and related training material on migration topics tailor-made for migration, law enforcement, social and labour authorities and border management agencies across the countries of the Silk Routes Region.

    The Online Training Platform is a single point of access for:

    • Participating in pre-scheduled distance learning courses, including live tutorials, e-learning courses and assessment and evaluation activities
    • Essential reading on various migration topics

    The training courses are intended to support government officials in operational and managerial positions across all Silk Routes countries acquire and advance knowledge, skills and operational capacity across all domains of migration policy and migration management, including:

    • Legal and Labour migration
    • Trafficking in Human Beings, Smuggling of Migrants and Irregular Migration
    • Integrated Border Management

    The Online Training Platform currently supports deliver of technical capacity building training under the following projects:

    Improving Migration Management in the Silk Routes Countries  funded by the European Union, aims to maximise the development potential of migration and mobility within the Silk Routes region and towards major labour receiving countries as well as to establish comprehensive regional responses to migration and mobility with full respect of human rights and protection of migrants. The specific objectives are essentially to strengthen the regional dialogue based on shared and clear understanding of migration and mobility between the Silk Routes countries and European counterparts; improve migration governance and mobility; operationalise the Migration dialogue.  

    Integrated Border Management in the Silk Routes Countries – The IBM Silk Routes aims at supporting Silk Routes countries increase their strategic and operational capacity to manage open but secure borders following the principles of the Integrated Border Management (IBM) concept. The project supports training for senior staff, operational staff and specialists in all relevant border management agencies, in particular for border and immigration police, coast guards, customs, armed forces and migration authorities, as well as training institutions of these agencies. Training topics are grouped under the following headings: strategic border management, border control operations, fight against cross-border crime, trade facilitation, as well as general support in areas such as project management or language skills.

    Both projects encompass strong technical assistance and capacity building components that is reflected in the content of the Online Training Platform.

Under the framework of Danish Ministry of Foreign Affairs funded Rights-Based Border Management in the Silk Routes Countries (RBM SR) project, ICMPD has been closely working with the Ministry of Interior (MOI) and its line department the Federal Investigation Agency (FIA) providing capacity building, technical advice and equipment to support strengthened border management procedures.

ICMPD has organized an expert-level training program scheduled to take place in the Netherlands on June 10 - 14, 2024. This program is designed to train 4 selected officials from the FIA. The training aims to develop a cadre of national experts within the FIA who are equipped with advanced knowledge and skills in the identification and examination of potentially falsified travel and identity documents. This initiative is crucial for enhancing the capability of Pakistan’s border management systems and will support in aligning it with the international standards.

The overall aim of the training is empowering FIA officials to effectively act as 2nd line border control officers by enhancing their knowledge, processes and skills. This in turn will foster the security of air border crossing points and the effectiveness of border control, ensuring the human rights of all travellers are protected and smoother movement of persons through international borders of Pakistan.

LEARNING OBJECTIVES:

At the end of the training the participants will have the practical knowledge to be able to perform the tasks of a 2nd line control officer, specifically they will:

·       be able to detect full or partial falsification or forgery of identity documents as well as to detect impostors;  

·       be able to interview suspicious or risky travelers with respect to the human rights;

·       know the types, meaning, limits and advantages of equipment and national and international databases used in 2nd line of control and be able to use them;

·       be able to apply the national and international regulatory framework and the human rights based and gender responsive approach related to 2nd line check;

·       be able to deliver practice-oriented training on Border Management (BM) topics for the benefit of FIA 1st line officers;

·       be able to report, cooperate and share information at intra-agency, inter agency and international level.

·       have improved inter-personal and managerial skills.

The basic level training will cover a broad presentation on the relevant important Trade Facilitation frameworks of World Trade Organization (WTO)'s Trade Facilitation Agreement, World Customs Organization (WCO)'s Revised Kyoto Convention (RKC), WCO’s SAFE Framework of Standards, United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP)'s approach to Trade Facilitations, and Country situation against international frameworks on Trade Facilitation

The capacity development training programme on countering cross-border crime will strengthen the capacities of officers and trainers from law enforcement agencies involved in border management (police, customs, border guard service, immigration police) in profiling of risky persons involved in organised crime groups, identifying basic warning signs related to the links between cross border crime and terrorism, understanding examples of border crimes and violations which can typically be detected by customs, applying multi-agency approach, sharing and evaluation information and international cooperation.

The fraudulent use of identity and travel documents represents a threat to the security of countries and their citizens, the economy, and global commerce, as it facilitates a wide range of cross border crimes and terrorism. Funded by the EU, ICMPD is organising a tailor made training on document security for Bangladesh boarder authorities working at four major international airports in Bangladesh to strengthen their capacities in forged document detection, profiling and decision taking during the 1st line document check. Delivered over four days, the foundation-level interactive training is focused on topics such as Basic Document Awareness, SubstratesPrinting Techniques, Additional Security Features, Technical and Tactical Profiling, Impostor and Morphing Detection, including several case studies based on international practices in this area.

The initial basic level training shall cover a broad presentation of the most important Trade Facilitation frameworks such as the TFA Agreement, the Revised Kyoto Convention (RKC), the SAFE Framework of Standards to Secure and Facilitate Global Trade, UNESCAP and other international best practices and tools (e.g.: WCO Risk Management Compendium, WCO’s Immediate Release Guidelines, etc.).
